St Albans District to Launch New Local Growth Plan

District Council to Snag £750 Million Backing From Central Government for New Schools and Housing

St Albans City and District Council is set to embark on the development of a new Local Plan (LP) this month, aiming to guide the district's sustainable growth.

 

This initiative follows the anticipated adoption of the current LP next month, a process that has spanned over three years.

 

However, recent substantial revisions to national planning policies, particularly concerning housing need assessments, have prompted the government to mandate the council to commence work on an updated LP by the end of June.

 

St Albans is among 39 local authorities receiving this directive.

 

The initial phase involves publishing a comprehensive timetable, targeting completion of the new LP by 2029.

 

During a recent Planning Policy and Climate Committee meeting, Councillor Paul de Kort, the Committee's Chair and Council Leader, addressed the situation.

 

He acknowledged the unusual timing of initiating another LP just as the current one nears adoption but emphasized the necessity due to central government instructions.

 

He highlighted the importance of having an LP in place to deliver essential infrastructure, managed green spaces, affordable housing, and improved transport, while also protecting against speculative planning applications.

 

Additionally, he noted that without progressing with the LP, there was a risk of the government intervening to draft it instead.

 

Another layer of complexity arises from the scheduled abolition of the council in spring 2028, to be replaced by a new unitary authority before the new LP's completion.

 

Cllr de Kort expressed that, despite the impending reorganization being beyond their control, the council is committed to developing the next LP and ensuring a smooth transition to the new authority.

 

The LP slated for adoption next month outlines the construction of 15,000 new homes within the district, adhering to previous government guidelines, and includes provisions for 1,200 social rent properties.

 

It also allocates £750 million for new infrastructure, encompassing eight primary schools, four secondary schools, public transport enhancements, employment opportunities, green spaces, and health facilities.

 

In related developments, the council has secured a £12 million contract with a property services firm to implement a housing energy improvement program, supporting the district's goal of achieving net-zero carbon emissions by 2030.

 

Over the next three years, 353 homes will undergo upgrades, focusing on enhancing building fabric and energy efficiency.

 

Furthermore, a property developer has acquired a 2.84-acre site near St Albans city station, with plans to develop over 100 homes, contributing to the district's housing targets.

 

These initiatives underscore the council's dedication to strategic planning and infrastructure development, aiming to meet the evolving needs of the St Albans community.
