St Albans Sneaky Fly-tipper Forced to Pay £4,330 for Persistent Violations 

Addressing household waste disposal and St Albans fly-tipping incidents

A persistent fly-tipper has been ordered to pay £4,330 after illegally dumping commercial and household waste on a residential street in St Albans District.

 

Adam Warren admitted to depositing rubbish collected by his business, Summit Pest Control, on Five Acres in London Colney.

 

The waste included a bedbug-infested mattress, decaying food, paint, bait boxes, and sharp spikes used to deter birds.

 

St Albans City and District Council's environmental enforcement team investigated the fly-tip after receiving reports from residents.

 

Officers traced the waste back to Warren, who lives on the same street, and he admitted responsibility during an interview.

 

Given the severity of the offence and Warren's history of similar violations, the Council pursued prosecution at St Albans Magistrates Court.

 

Previously, Warren had received a warning letter and a £500 Fixed Penalty Notice for earlier fly-tipping incidents.

 

On Wednesday, 3 June, magistrates fined him £1,536 for the Five Acres offence.

 

He was also ordered to pay a £614 victim surcharge and £2,180 towards the Council's costs, totaling £4,330, to be paid in monthly installments of £200.

 

In mitigation, Warren claimed unsuccessful attempts to dispose of the waste legally.

 

Councillor Helen Campbell, Chair of the Public Realm Committee, emphasized the seriousness of the case, noting Warren's repeated offences.

 

She highlighted that fly-tipping is not only a criminal act but also an eyesore and health hazard, costing significant sums to address.

 

This prosecution underscores the Council's commitment to identifying and appropriately dealing with offenders, reflecting the community's support for robust action against fly-tipping.
